Brian Holmes

Dr Brian Holmes is the Director of the Executive Agency for Education, Audiovisual and Culture. He helped to establish the Agency in 2006, as a Head of Unit, and in 2010 he became the Head of Department for the Lifelong Learning Programme (LLP). He was confirmed as Director in 2014 having been the Interim Director since 2012.
Brian has been a Commission official for 20 years. He started in the EU's research programme and subsequently moved to DG Education and Culture where he was responsible for European policy for innovation and ICT supported learning. He managed the eLearning Programme and helped to establish the eTwinning initiative for schools.
Brian is a Chartered Engineer and has an MBA from a Paris business school. He has experience as a tutor with the UK’s Open University Business School, working on Managing Knowledge in the MBA programme. He recently completed a PhD on technology enhanced learning with the University of Lancaster in the UK.
